What is the RECLAIM Framework?
- Purpose: A structured Community Engagement and Development Framework guiding social and ecological transitions in mining regions after closure.
- Nodal agency: Developed by the Ministry of Coal and the Coal Controller Organisation in partnership with the Heartfulness Institute.
- Key features:
- Institutionalises grassroots participation in all stages of mine closure.
- Offers toolkits and templates adapted to local socio‑economic conditions.
- Prioritises representation of women and vulnerable groups, aligning with SDG principles.
- Integrates panchayati institutions for local accountability and planning.
- Emphasises ecological restoration—land reclamation, water‑table renewal and afforestation—while promoting alternate livelihoods and skill development.
